This might be possible. It is a different issue from that of buying or selling proxy rights. It is about compensating voters for their efforts. Even today, there are proxy advisory services that advise investors on how to vote shares for a fee. It is reasonable that parties who perform similar services on the exchange might similarly be compensated. If the proxy exchange decides to facilitate such payments, the payments might be made by the parties transferring rights to the voter, or they might be made by the corporations whose shares the voter actually votes.
